Detroit Free Press Finds Perfect Poster Child for Disparity in Car Insurance Rates Between Detroit and Cleveland in Former Councilman Zack Reed

Car insurance in Detroit is wildly, astoundingly expensive. The most expensive in the country, in fact, with an average policy for one vehicle coming in around $3,000 to $5,000 a year. And that's the average.


The Free Press dispatched a reporter to Cleveland recently to examine the disparity between rates in Detroit and our lovely hamlet on the shores of Lake Erie. At the heart of the wide gap between the two cities — Cleveland boasts rates thousands less than its counterpart in Michigan — is that state's no-fault law, literally the only of its kind in the country, that requires all drivers to purchase insurance with coverage for potentially unlimited damages.

Still, the Freep came to Cleveland to ask around about our rates, whether we think they're burdensome or affordable, etc. to put the Motor City boondoggle into perspective.

And they found a poster child for the cavernous gap between rates in the two cities in former Cleveland city councilman Zack Reed. A sub-$100 a month policy in Detroit is basically a unicorn. Meanwhile, Reed, who has three DUIs on his record, drives a 2008 BMW, and lives in a moderately crime-afflicted area of Cleveland, is far from alone in having a policy for less than a Benjamin Franklin a month. And that is flabbergasting to Detroiters.

Zack Reed, 55, who was on Cleveland City Council from 2001 until late last year, said that car insurance never came up as a big issue during his time in office.

"I was on council for 17 years, and in my 17 years I can tell you that I have not heard one complaint that's ever come to me based on car insurance," Reed said.

Reed's own driving record isn't perfect. He was convicted of his third DUI in 2013. Following that, the cost of insuring his 2008 BMW jumped to $151 a month. Now five years later, his monthly rate is back to double digits.

"I pay less than $100 a month and I live in a neighborhood that people would say is somewhat crime-ridden," Reed said. "My insurance cost is lower than my cable."

Does anyone in Ohio pay Detroit rates? Yes. Four people.

That is the number of drivers in Ohio's last-chance auto insurance program for those whose driving records are so atrocious, no commercial insurer will take them.

Yearly premiums for this Ohio Automobile Insurance Plan run about $4,000, said Dean Fadel, the program's manager.

"We've only got four people in the plan," said Fadel, who is also president of the Ohio Insurance Institute, a trade group. "Our last-resort mechanism may be even cheaper than what your regular mechanism is" in Detroit.

Car insurers 'put price ahead of safety'

An insurance assessor is urging drivers to check their policies, after a series of customers were left with second rate repairs.


Graham Judge has been in the insurance industry for 39 years, and says the big insurers are putting price ahead of customer safety.

“They maximise their profit be repairing the car as cheaply as possible.” He said.

Jan Tai was involved in a minor front end collision last year.


He car was sent to her insurer, Budget Direct’s selected repairer Bears Auto Hospital.

It took them five weeks to repair the minor damage, but weeks after she got her car back, the air conditioner started to play up.

She took it to her closest Nissan dealer, and was horrified at what they found.

“He said well here is a spec sheet, and we’re really concerned cause there’s some safety components, critical ones missing from your vehicle," she said.



When she called her insurer, they told her to immediately stop driving the car, and that it was no longer safe to drive.

“I was mortified, i have a very busy life, grandchildren, have to be in five different places, and I've had the family in that car, for approximately 6000 kilometres," she said.

"Three months I drove this vehicle in an unsafe state.”

The repairers had left off the front safety barrier on the car. If Jan had crashed, there would have been nothing stopping the engine crushing straight into the cabin of the car.



Neda Piri was also appalled at the work her insurer-chosen repairer did on her car after it was vandalized in a random acid attack.

Insurer RACQ sent her car to Gemini Repairs who had her car for six weeks, but when she received it back there was more damage done to it.

“The secondary damage was almost worse than the acid.” She said.

“It smelt like mould, because the repairers had actually failed to seal the new windscreens at the front and the back of my car. So it had been left out in the rain from 8am to 2pm.”


The car was flooded, with stains all over the seats. Parts that were meant to replaced, had just been cleaned up, but damaged was still visible under the bonnet.

Industry expert Graham says some insurance companies are selecting their preferred repairs and getting them to fix cars to a price, rather than what they actually cost to fix.

“The repairers will blame the insurance companies because they don't pay enough money, insurance companies say 'well we authorised those repairs and the repairer accepted that amount so he's obliged to repair it properly', it's just a stalemate,” he said.



Graham says all motorists should check their policies and follow the following steps.

1. Call your insurer, and ask if you have the right to choose your repairer.

2. If not, ask if you can upgrade your policy.

3. And check if your policy mentions if second hand parts may be used in repairs.

Neda and Jan are both still dealing with their insurers, who claim their affiliated repairers go through a rigorous selection process and are regularly assessed to make sure they’re supplying the best customer service.

But it's important to know your vehicle's value and to talk to your agent about uninsured motorist coverage and personal injury protection.
